I changed the monitor settings. Also, I found out that I needed to resize the miniDV image to 640 x 480 pixels once it imports into photoshop. I also changed the resolution to 300. All of those things really helped.

The de-interlace filter helped quite a bit. Also, I found out that when making a still frame from the miniDV it needs to be resized (640 x 480 pixels). Doing that, and upping the resolution to 300 seemed to help.
