You will need to check the activity log for related messages and then the event viewer logs for the NT server to see if there are any clues there.

With which account are you logged into the server? I've had challenges with setting up a new user account when I tried to do it while not logged in as an administrator to the server, and if the caroot password wasn't accepted by BS.
Check for the authsetup.exe in the EB directory...

You can change the caroot password using authsetup in the EB directory:
C:>authsetup /p <password>
Then use ca_conf to restart the services and then it should allow you to use the ca_auth functions after that.
