    Have you tried creating a "Personal Address Book" (via Tools | Services)? Remember that once you create a one and insert membernames from the Global Address List *if* the email address should change (for any reason) on the server, you will have to MANAULLY change (delete/add back)...

    Try finding and RENAMING the OutCMD.DAT file (make sure Outlook is NOT OPEN). Then start Outlook and see if you now have those options available. If this doesn't work, go back, find and DELETE the NEW OutCMD.DAT and rename the old one BACK TO "OutCMD.DAT".

    You don't indicate which brand of BIOS is on your Mobo. Have you tried tappging the 'F2' key during Mem-check? If that doesn't work, try tapping 'F1' during mem-check? Is it possible that someone may have put a password on your BIOS access and then disabled the prompt display? Good Luck
