The system.txt file resides on the root of c:\ and contains all the data we would essentially require. I only mentioned it as it may make it easier to script something using this file - but it would rely on the PC being on, and on the network at the time.

Well, there's loads of CLSID entries for the Counterspy program and the HKCU area in the registry should be available to the logged on user - so nothing there.
I have found a workaround for you - if at all practical...when the program is installed it uses only the current users...
I've had great times with this type of thing, and normally, I'd use regmon - run the program and unlock the individual directories in the registry to allow the program to run as standard users. I've had to do this with plenty of programs, and some of them are quite a task to work out as regmon...
The only time I've seen this is when all the following have been true:
Enlarged fonts -> display properties/appearance
Screen Resolution -> 1024x768 (on Flat screen)
-> 800x600 (on 17" CRT)
DPI @ 120 (or more) -> display/settings/advanced
Sreen refresh -> 75+ (Flat screen)...

I'd get the data moved into an excel spreadsheet, and use save as and save it as a comma separated values file.
Then import using that file. CSV is a standard format for address book. Potentially, tab delimited could be of use, but CSV "feels" more powerful (just an opinion).
