I believe this is possible just by using NAT however there is one consideration that I haven't been able to find a solution for.
I found this article that relates to Win2003 Server from Microsoft Technet I believe (I suppose it would be similar for Win2000 server with more work to be done)...

Source Any (IP address and mask)
Protocol TCP - Source Port 53
Source Any (IP address and mask)
Protocol UDP Source Port 53
