Open your site and then go to Tools/Page Options and click the Compatability tab.
Change the Browsers, Browser Versions and Servers dropdown and look at the changes to the options below.

What was the name of the folder? If it has an _ at the beginning of the name, I believe FrontPage will not publish it.
Is it a subweb? If you did not set the check for Publish Subwebs also, it would not go up.
FrontPage does not need to move all the files from your local machine to the web...
As DougP said, FTP and FrontPage do not mix well.
A good workaround would be to do the following:
- Create a virtual directory in IIS and name it something like Reports. Make sure the actual location of the folder is OUTSIDE of the FrontPage content area.
- ONLY ftp to that directory, and ONLY...
Create your Thanks page, save it, then edit the form properties and set that page as the Confirmation Page.
