You should use now instead of todate since now is a database function.
Secondly If your Up and Billable Date does not have time in it then you should make sure you convert the system date now to date only and then filter out those Up and Billable Dates that equal the current date

You can have multiple versions of COGNOS products but not of the same product. i.e. you cannot have Impromptu version 6 and 7 installed and running on the same server. But you can have Impromptu 7.0 and Powerplay 6.1 on the same server
In the datasource properties from which the current period has to be set, select the source tab and check the 'sets the current period' option. In the time dimension properties clikc on the time tab and check the 'Automatically sets the current period'

Impromptu lets you edit the SQL. The disadvantage is once you do so then you will have to maintain the SQL yourself. Impromptu will not do it for you. The advantage is you can write any valid SQL which can be the 3 table join.
