    Restricted users installing and running applications.

    Have you tried to add the compatws snap in in MMC. Start run MMC, add snapin, security and analysis, compatws. By running this MMC, it will change permissions on program files and winnt dirs therefore it would advisable to try it on a test machine first to see if it meets your requirements.
