Why do you buy wallpaper when there are millions out there on the internet? For your problem, can't you open a jpeg in Internet explorer or MS Paint and say set as wallpaper centered or tiled?

ur uninstaller works when the add/remove programs will not work. I think you can download a shareware version that will work a couple of times before you have to buy it
