I have photoshop cs but i think you will have this. Put the area on one layer you want swirling smoke effect on, blue brush stroke possibly, then choose filter>Distort>twirl. , spherize could work too, but i think you may have more control with twirl.

lens flare works great for that. I was doing this sunset scene on a lake with boats. I was trying to imitate a spotlight coming from the boat and used that. then from corner I used the lens flare for the last bit of the sun setting in the sky but used a few layers of a redorange gradient...
