I had the same problem. Check your power supplies. I had an APC go bad and when I replaced it I guess the one power supply that was plugged into it didn't like it. That is when the red light started to flash, I pulled out the power supply and reset it, then the light went back to blue.
Use your file manager and find the cmd.exe, it's in your windows system32 directory. Then copy it to what ever directory you want to start in then go to that spot and run it from there.
Go to start then run, type msconfig, then enter. From there you can do selective starts, by turning off just about anything that is on your computer. You can also restart it if it isn't the one you want to turn off.
