Found that 3rd party software was responsible for messing up the security. Specifically Great Plaines did not work due to 3rd party.
This worked correctly in past with the 3rd party. Apparently the tightened security on sp3a conflicts with the 3rd party software.

I saved my programs to self executing files (exes)... they run very fast and do not require foxpro on the machine. They also can be run by any scheduler very easily since is is all self contained.
