    So, we are installing Avaya Right Fax Server using H323. All the programming is correct (via the docs) I can send a fax internally but when I try to dial out I get user busy denial 1179.. My questions is, I am not using a ds1 so when I am dialing OUT where am I getting dial tone from?

    yes in the route pattern so say you have users who just cant get used to 11 digit dialing.. in your ars pattern put the whole prefix i.e. 312 route pattern 50 in your route pattern you insert a 1.
