    I would disable any Firewalls/Security Software or built-in firewall that your backup DC has. Failure to access is leading me to believe that it's firewall related.

    When you said via "POP", do you have a Connector Tool Setup in your Exchange System Manager? Then from your Outlook, you don't really have the actual POP3/SMTP setup and just feeding it thru your Exchange Server? Please verify this.
