Ive had the same problem with Outlook and timing out. Unfortunately I havent found a way to change the amount of time that Outlook tries to reach the server before timing out. I know that some other clients, like Netscape Composer, allows you to change the time attempted.

You might try recreating the query and seeing if the new version works better.

If that didnt work, you might try adding the word "DISTINCT" to your query sql statement. That will only bring each client ID one time. Like this: SELECT DISTINCT ....

I would suggest setting up a public folder in Public Folders > All Public Folders that is a contact list for everyone to use. You can give everyone read access, but only others write access, or however you want.
