I noticed incoming calls and out going calls are using ports 23 and down. How can ports 1 and up become locked out if they aren't used. I have to find what device uses the ports...
I have setup a PRI between, a 61C-PBX from Nortel and a CCM release 3.3. it is working fine but some channels are being LockedOut in the PBX, the first few members. When calls go out, CCM uses bottom up, so it must be from calls coming in.

I'm sorry, it works here, I am going out on a digital route, maybe you are not and it dials the 9 to fast, try to input the whole number as HOT D 10 95143708787 and see if you get a different result, try with an internal number to see what result you get.

Yes but that is right because the call is from conferenced from the mail until someone answers. if no answer then goes to his voice mail. I think it has to do with the mail TNs.

Here is how I would do it: (without moving from my chair)
Check the CDR records (internal and external) and would filter each DN to see if it is used or not. I would have to check everyday for a month.
Then:
Call the numbers left to see if someone answers or if a device answers, I would do...
I know I am suprised also, I am actually trying to compare with my system, and I also get "translation" from I don't know where yet.... but I count on finding it.
