This doesn't necessarily answer my questions but I did find a work-around. Found out that you can install the W2K MMC on a workstation. Did that. Can access both the W2K and NT 4 WINS and DHCP servers, so far without difficulty.

I have 5 W2K3 terminal servers. TERMSVR1 is the license server and has been activated. 100 Terminal Server Per User CAL tokens show as being installed. However, none are being issued. Double-clicking on the Product shows Issued to as Non-Applicable. Everything is configured as Per User...
I use 10.x.x.x addresses on the serial ports of my routers. In all my routers I have:
router eigrp 1
network 10.0.0.0
no auto-summary
no eigrp log-neighbor-changes
I can ping the serial ports (for example, 10.32.0.58) from my workstation which is on a 192.168.0.0 network.
