Try setting up a home directory for your users, when its mapped through the profile it will set the folder with permissions giving the Administrators full control as well as the user. When the user leaves you should be able to just delete their home directory

when setting up the choices in Group Policy I was inadverently using Local Policy instead of Domain Policy. Once I used the correct one everything worked as advertised.

I have setup a mini network with a 2003 server, AD, DNS, DHCP, and RIS. RIS has been fully configured setup, verified and has two images on it.
Image 1 is a CD image of XP slipstreamed with SP1
Image 2 is a ripprepped image of the system Image 1 built.(this is how I know RIS is working).
