Solved my own problem. The QuotaMessages folder was in the correct location, but this contained the messages. There needs to be a subfolder (for UK English called 1033) that should contain the messages.
Structure should be
QuotaMessageService
- Inbox
- DeletedItems
- QuotaMessages
-- 1033...

Outlook downloads the address list periodically. Make sure your domain is in sync then download the address book in outlook (tools, send and recieve, download address book) then check again.
That's not exactly what the problem is, another example: If I look in 'all 2000 server systems' on the central site all the servers show up as clients. However, if I check the same collection in the child site then only one shows up as a client.
I have a central site and a primary child site. All was working, but now for apparently no reason the collections don't contain machines added to the collection at the central site level.
Can anyone suggest why the collection membership isn't being sent to the child site?

Replaced the server with a spare to allow the hardware engineers some more time to look at the box. Turns out that there's a fault with the plug in board on the array controller. Once this was replaced the array rebilt.
