yes the remote users can access the voicemail with *17

they are on the same network but different location. how do i check if the ports are not opened. is this to do with a firewall??

its centralized. a system on the same network. the ip address of the voice mail is 192.168.1.238 and that of the two systems are 192.168.2.236 /237
