i know www.javascript.com ( or somewhere can't remember exactly) had something like this, u just have to copy the script and paste in the html (if ur referring to html that is)

i havnt got the fla file, but i suppose u could dl a similar one from www.flashkit.com or somewhere if u search hard enough if u want the 'shining-thing' to keep on playing, just make it a loop animation

ohh isnt it something like www.galaxylighting.com.au the logo on the index page if so, tat IS masking, its just a thin rectangle(filled wif gradient) and it runs behind the text.
