Go to Active Directory Domains and trusts.
First right-click all the domains and select "raise domain functional level".
Afterwards you can right-click Active Directory Domains and Trusts and selec "raise forest functional level".

Then on the old DHCP you take a short lease time and un-authorize and after a day or two (depending on your configuration) you can take it down.

Why would you transfer all your DHCP records? I would just reconfigure the new DHCP with the appropriate options (normally it isn't that much work) and then shut down the old DHCP server.

Hmm, apparently you have misconfigured your firewall. You say in your 1st post: "I have ADSL and my port 25 is opened on my router pointing to my DNS server."
You have to open port 25 and let it point to your mail server, not your DNS server.
