I found out how to do it under Win9x but can't for the life of me work out how to do it under Win2K

am experiencing a long boot up time (90 secs), waits at blue desktop screen (no icon's) on a Win2k ICS PC when a 3Com 10 baseT hub is connected. It has one AMD NIC and one Intel NIC.
If no hub is connected then the boot up is fine
If the hub is connected and another PC connected to the hub is on...
I have know now what caused my problem, a piece of DVD authoring s/w, although I don't yet know exactly why.
My solution was to copy the program directory to another drive, re-install Win2K, and amazingly it runs without the need for the registry entries which presumably caused the problems...
WIn 2K has started to restart when I select shutdown.
It has worked correctly before, obviously something has changed.
It does this continuously.
The motherboard is a Chaintech 9BJA with an Intel 845, SDRAM and P4
