I would almost always suggest this with BCM's, but in this instance I'd be a bit hesitant with adding another variable.

I would suspect that if you're WAN is setup as an MPLS cloud from the carrier, that they have a different IP address to the new site.

Just to confirm, can you ping all the other BCMs? Can the other BCM's ping YOUR gateway? Can they ping your BCM?
Is YOUR gateway the Next Hop Router in your BCM?
The closest a BCM is capable of doing is a scheduled reboot, which isn't exactly what you're looking for.
Also you can just shut it down and then turn it on after the power outage.
If you use an external DHCP, then keep the BCM's dhcp disabled.
For your i2050, you could try to just manually assign an IP address within the range of their network. You could get this from an IT administrator.

It sounds like a problem with your browser, like the pop up settings, or allowing java scripts to run.
Usually, the Unified manager is the one that has the problems, not the CP pages.
