Which version of Quark do you use? Do you have QLA installed? If you have a single user copy kept on server and more than one person tries and use that copy then you cant use it.

another thing that you must note is that there should not be path selected in the JPEG, if yes delete that. This problem can be cecause of a path in JPEG too. Check about the path in photoshop and if it is there, delete it.

what you see in quark is lo res preview, when you will print it, it will come just fine. try printing it and not looking at the quark file on screen.
