But I could not find a tool that actually logs off the user or reboots the machine based on the last logon date, eg. when the user has not logged in for n days then...

...if you double checked that all your agents poa/mta/webacc are on 6.5.7 and disabling minimum client versions also doesn't help, then I think it's time to open a call with novell.

This is a bug within GroupWise 6.5.x (don't know exactly at what service pack level the bug was introduced):
"Unable to proxy in other mailbox after minimum client version is set"
It is solved in GW6.5.7 (means SP6 update 1).
(Btw, this bug also exists in GW7 and will be fixed in SP2)...

Well, I can't tell what this admin did to his account. You can use emAdmin to create antoher admin, eg. admin2 to login again and fix the original admin account.

If you run Novell GroupWise and Microsoft Outlook on the same computer, they must have different user profiles and must not be open at the same time.

Have you tried to launch groupwise with the /L=xy paramter?
(eg. /L=us).
It seems that you miss a registry entry for the interface language.
