    I am now able to received inbound calls (they "adjusted" the NIU). However, outbound calls are still failing, fast busy, with a cause code of 28. This appears to be covered by TechTip 212 http://support.avaya.com/css/P8/documents/100019370 as my carrier requires "unknown". However, this tech...

    I am connected directly to the Westell NIU through the jack they hand-labeled "PRI" on the bottom of the device - it's not been extended.

    Thank you for the definitions, what does all this mean? Is this a programming issue (do I have a setting incorrect, I've seen other posts say change the CSU or CRC setting)? Is this a T1 issue (the carrier says they can loop the NIU, it's clean, it's up and running, it's gotta be on my end...
