MS made NT able to auto shutdown, but cannot do it since nothing can access the machines hareware directly, DOH. there is a Registry setting that causes the machine to reboot instead of offering Shutdown screen. It is \PowerDownAfterShutdown\. Have someone who is very familiar with the registry...
For security reasons NT won't let software 'talk' to the hardware directly. It is a call to the BIOS that performs the shutdown. According to Microsoft Technet article Q140779, NT can be rebooted but, has to be manually turned off every time.
