A provision of the United States Energy Policy Act of 2005 extends DST by four weeks, beginning in 2007. Several countries (Canada, Bermuda) are also implementing the same DST change; other countries may decide to make similar changes to DST rules.
Beginning in 2007, DST start and end dates will be:
Start date: Second Sunday of March (11 March 2007)
End date: First Sunday of November (4 November 2007)
Systems or applications that process dates and times could be affected by this change. If not addressed, time and date calculations could be incorrect. Information about the Energy Policy Act can be found on the US Department of Energy Web site.
How do I know if my systems could be affected?
The Tivoli Storage Manager Administration Center in countries implementing the new DST rules (U.S., Canada, Bermuda) is affected by this change.
Even if you are operating outside of the US, the Tivoli Storage Manager Administration Center could be affected. The Administration Center could be impacted if it supports Tivoli Storage Manager servers located in countries which are implementing the new DST rules.
IBM Tivoli Storage Manager Express in countries implementing the new DST rules (U.S., Canada, Bermuda) is affected by this change.
What will happen if I fail to update my systems?
The Administrative Interface could make incorrect date and time calculations. The following typical scenarios and operations will produce incorrect results, as a consequence of using the time offset by one hour.
Time format and display.
Operations which check whether a particular date is in daylight savings.
What do I need to do to protect my systems?
There is no workaround for this problem. A fix must be installed. The fix updates IBM Java runtime environment libraries used by the Integrated Solutions Console (ISC) and the Tivoli Storage Manager Express Administrative Interface. Time zone definitions are updated in accordance with the change mandated by the US Energy Policy Act of 2005, together with the changes for other countries.
The IBM Centre for JavaÖ Technology Development has produced a utility you can use to apply these changes. The IBM Time Zone Update Utility for Java (JTZU) updates the time zone information in IBM supplied releases and service refreshes of the Java SDK and JRE. It will update only the time zone information and apply no other fixes.
As a result of this change, you will need to run the Java Time Zone Update Utility (JTZU) to update the time zone data used by the JRE that is part of the Integrated Solutions Console (ISC) component of the Tivoli Storage Manager Administration Center or the Administrative Interface of Tivoli Storage Manager Express.
