WINS service will not start on W2K Server machine.

I'm getting this error message with event ID 4193:
WINS could not create the notification socket. Make sure the TCP/IP driver is installed and running properly.

I'm getting this error message with event ID 7023:
The Windows Internet Name Service (WINS) service terminated with the following error:
%%3758096386

Any ideas?

From Microsoft regarding this error:-

Check the services file in system32\drivers\etc

Make sure the follow records exist
==========================================
42/tcp name #Host Name Server

42/udp name #Host Name Server
