Control the internet access

Hello,

I have a small network with 3 computers in my house, that share the access to internet through only one computer with SO Windows XP Home Edition. In the others, I have Windows 98 SE.
I think to control the access of my sons to the internet. For this, I need a program that can control for user: the limit of hours that can be accessed per day; restrict the access in intervals of the day; to restrict the access to certain sites.
Which software can I use for this purpose? Which has the better cost-benefit relationship?
