We are recently migrating to Win Me on our workstations.  The server software is Novell.  We are running both Dell and HP Vectra pc's.
Problem:
On all of the pc's, in order to use the Novell Client software, windows Me must be installed on top of Win 98.  On all pc's we are experiencing a video slowdown.  Dell, Hp and Novell are unable to help and the card manufacturers have supplied us with the latest drivers.  This is also apparent in any graphic intensive apps.
Microfost says, "Not due to our software.  Contact the OEM"
  ps: Have tried this with a virgin install on my home machine running a RagePro video card and am also experiencing the same slowdown.  I am also finding I have problems scrolling in MSWord if the doc is >50 pages in length.

You could try either the Windows 95/98 forum or the general hardware forum, the readers of those forums would be better placed to give a helpful answer.
