launchpd not responding

Receiving the above message in Windows Me, the System tray disappears completely and the start button has no effect however double clicking on desktop icons will open the required application etc. The PC consists of an Intel 815EEAAL Motherboard, P111-866, 30GB. Hard drive, Yamaha CR-Writer, ATI Expert 98 Video. I have eliminated or changed the other components. Would I be right in thinking that this error may be linked o the ATI card which runs launchpad at startup or cuold it be linked to something else?

Try uninstalling the ATI drivers completely and set the card up as a standard VGA. Then reinstall the drivers and see what you get.
