MISSING: Dial-Up Tab when using adminpak 2003

When using the Adminpak 2003 on a Windows XP Professional computer to admin a Windows 2000 Active Directory, the Dial-Up TAB is missing. When I use a Windows 2000 Professional computer running Adminpak 2000, it is there.

Where is this process done in the Adminpak 2003? Right now, I use a Windows 2000 with Adminpak 2000 to grant Dial-In rights to users.

Please be as specific as possible.
