Can I connect a cellphone to a laptop modem port and connect to a (Win 2000 via cisco router) server?

Does your cellphone have a PalmOS on it? If not, I don't see it working.

you won't be able to make any dail-up (RAS) connections to it without some sort of dail-in chassis/radius server.
