I need to set up groups of users.  All users have their own private GroupWise accounts.  However, I need to set up department groups so the heads can create one email and send to a group.  Or, the CEO can create one email and send to a group.  Can anyone point me in the right direction to set these up, or good reference materials for me to use while I do this?  Thanks.

We have GrouoWise 5.5 if you are running the same version look at the help in Addressbook under Groups. It gives directions on how to create a Group list.

Have you considered creating GroupWise Distribution Lists?  At my company, we use Novell 4.11's NWAdmin32 to create them ... they can be set up so they're accessed by all users within a single GroupWise PostOffice, or across many Postoffices within a GroupWise domain.  I have Distribution Lists set up for individual departments, building sites, and for users by State.  Users can then select the various Distribution Lists from within their GroupWise address book.
