Looking for Mobile First Solution such as WordPress

I am looking to take a governmental 1990s looking website and prototype it using a mobile first / responsive website. I have looked a WIX as a WYSIWYG site, and Webflow as and IDE type of site and viewed some WordPress videos. I am looking to develop a site that has a landing page and menu options, or titles on the landing page, or combo of the two for links to other departments. The other pages will have a similar look/feel, but the banner might be somewhat different. Parks for example, might have a picture of trees and the Police might have a photo of a badge or police car. While I have solid IT skills, I am not working for IT. I simply want to show this as proof of concept and maybe move forward with it. I am flipping the bill, but I am not opposed to minimum consulting or purchasing templates as well. Any suggestions on the best way to go?

Buy a "responsive" template, that allows for a different header based on post or page 'type'

OR add a custom function or a CSS style rule to change the banner header based on your requirements

ChrisHirst - Thank you. This will be helpful when I get to the point of wanting to show different headers. Currently, I am at the "What is the best way to go?" stage. Would you suggest working directly with WordPress or a 3rd party platform as I mentioned? My gut feeling is WordPress is the way to go. If so, what are your (or others) suggestions for getting started?

Best way to go depends on you really, if you are comfortable with coding WordPress functions, you can make any theme support custom headers with the addition of a custom field and a bit of PHP logic in The Loop in to write the necessary HTML code. if not a 'plugin' will handle the 'mechanics' of it.

A CSS solution is simple provided you know the ID numbers of the posts or pages you need to affect, Chris Coyier has an article explaining it on "Digging into WordPress" Custom CSS per post.
