Motorola APEX 1500 "Failed to load GigE boot code" on bootup

Motorola APEX 1500 "Failed to load GigE boot code" on bootup

(OP)
I have an APEX 1500 that on bootup I am seeing the following error "***FAILURE - Failed to load GigE boot code." which is then followed by "***FAILURE - Hardware Initialization Failed in 54 seconds" then "***FAILURE - APEX1500 Configuration and Initialization in 61 seconds" I can get into the gui of the unit, and the unit is not showing the QAMs at all. I compared the settings of another unit that is working, besides that QAMs not showing up the settings looks fine. If anyone could help me with these errors or perhaps know what might have caused this that would be wonderful.
See below for the error and the output afterwords.

"Starting GigE Boot and Application Code Download
***FAILURE - Failed to load GigE boot code.
MUX FPGA Version: 0x1F
MUX FPGA Registers Initialized

Encrypt FPGA Version = 0x0100
ACP Module Present: ACP MCN = 0x01
Encrypt Tag Word Test Passed - Clearing Tagword Memory
ACP Module Installed - Initializing ACP Interface

ACP Module - Successfully Initialized; Health Good
***FAILURE - Hardware Initialization Failed in 54 seconds

GigE: App Code Version:
Creating SW Tasks
Starting Front Panel Serial Console
***FAILURE - APEX1500 Configuration and Initialization in 61 seconds"
