Do I really need CER?

I am running CUCM 10.5. I have one building and 5 floors. Company is in Michigan and as of Dec 31 2016 I need to be E911 compliant.

Do I really have to shell out $$ for another server (CER)? Nothing native in Call Manager can do this for me? I understand if I had multiple buildings or something...but I would think for the price of CUCM it could do something as easy as add a Floor or room number to Call ID/ANI.

You will need some kind of E911 service. CUCM does not provide that. There are 3rd party apps that would do the same thing as CER or E911 services that you can subscribe to and overlay E911 services (see Intrado). If you want to be able to manage it internally and get notifications you will need an on premise application.
