I thought I'd share. Got this error and read somewhere something about Storport driver being wrong.
I remembered I got Windows Update to install driver for Dell TL4000 ( IBM 3573 library ?). It came as optional update for Windows 2012 R2. Thankfully we have similar setup at remote location so I could compare.
Basically uninstalled and deleted the IBM driver for Medium Changer devices and Tape drives.
Everything works when Changer is Unknown Medium Changer and Tape drive is IBM ULT3580-HH5 SCSI Sequential Device in the Device Manager.
