thread277-1740310: ISPF help panel with AREA section

I discovered that keys PF10 and PF11 take the function of UP and DOWN scroll. Typing 'keys' in command line the table shows that PF10 and PF11 are responsible for RIGHT and LEFT scroll.
Does anyone have any idea where the problem lies?

p.s.
When I test the dialog(help panel) in Dialog Test(Display Panels) PF7 and PF8 take care of UP and DOWN scrolling.
