Is it possible to create vb.net apps for the iPhone? If not what about android?

No.

You can create
  • C# apps using Xamarin
  • C++ apps using Marmalade
  • Apps for apple devices using the Apple SDK in all sorts of languages except VB.net
  • Apps for android devices using the Android SDK in Java or C
The problems with these "multi-device" systems are
  • The applications do not follow Apple or Android GUI styles - they are basically window styles
  • Not all the widgets are available

In case anyone's interested. Xojo has a visual basic based compiler that can be used to across platforms.

However, it's not very good and it seems out dated. Plus, they hardly let you use it before sending you a bunch of e-mails to upgrade (i.e. pay) for a licensed version.
