2500 set question 1

Here is what I am trying to achieve and any help would be appreciated. Using S8800 with 6.0.
Have a 2500 set. Would like set to be totally restricted(not even ext to ext)but would like set to have access to speed dial for 2 number. One number is internal and one is a local 9+ number.
Question : Is this doable and second, how to do it.

Use COR to restrict all calls incoming and outgoing for the station.

Build an abbreviated dial list that allows outbound calls to only 2 numbers.

Privileged group-number, system-number, and enhanced-number lists provide access
to numbers that usually might be restricted.

Abbreviated Dialing Privileged Group Number List
A telephone user with authorization to access an Abbreviated Dialing Privileged
Group Number List can place calls to any number on that list. The system does
not check COR assignments.

Privileged System Number List
A telephone user with authorization to access a Privileged System Number List
can place calls to any number on that list. The system does not check COR
assignments.

I forgot to mention one important thing. They want this phone accessible for anyone to be able to dial the 2 speed call numbers without any type of auth.code. Does that mean that anyone will be able to access the abbreviated dial list but nothing else? Sorry for confusion. Thanks

Here is what I did in my lab. Extension for using list is 4000(cor10). On ext.4000 under List 1 added group 2. Set up group list 2 with FAC of #1. Added extension 4001(cor1) to 01 slot in abb.list field.
I can call from 4000 to 4001 using #101 but when I go into COR 10 and put "n" in the COR1 slot, I cannot dial from 4000 to 4001 using #101. It appears that with COR N it blocks all calls, regardless of list.
Any thoughts. Thanks
