Linked table manager is not linking to another location.

I have a split database and am trying to change the back end from production to development using the linked table manager. I must be doing something wrong, because for some reason, when I select all and the prompt for new location, I navigate to the new location, yet the applet does not link. the dialog box for the new location opens up again. It worked when i selected only the first table in the list. ANyone see this behavior before. Is there a link to do this in code.
