911 question. how to program the system to send out 911 with out dialing the 9 first

Hey Nortel Brothers & Sisters! I have a question here. We have a customer that is going to Cisco ( lots of that stuff going on these days) and I just routed things accoring to the customers needs. However I do have 9911 working but 911 dont. Never did and the customer didnt know that...anyway...Can some one tell me how to get this to work. I know it can be done because I have seen it when I worked in the Tristate area with BASI and Williamns just to mention some companies names...any hekp on this would be great!!!
