call forwading not working

I am trying to forward and extension to a mobile number. It works for all the other extension on my system but not this particular one. I have checked the handset and it has the FWD light on and the numbers are showing for the internal/external forwarding but still it just seems to ignore the forwarding and cotinues to ring the hadset. If the handset is busy you just get a busy tone. Can anyone help me coz i have run out of ideas.

What's the COS of the phone?

thank you for the brain refresher, i checked at that cos had the C/O forwarding diabled. Thank you very much for the pointer.
