outgoing calls problem

Hi guys!

Im having a problem regarding dial out/outside call. if i dial out it should be fast,really fast if not it the phone displays TIME OUT. about 1 to 2 seconds when you miss your dial it will be a TIME OUT.This happens in TSE 3.2 SP4. Can you pls help me with this problem.
