Access Select List Option Value on Hover

I've read a few posts dated back several years. Wondering if there's a new implementation for IE 8 or 9 or Safari so I can access select list properties by just hovering over the option. I know I can do it with a crafty CSS list, but I'm trying to implement something quick on a page using a standard select list. Any ideas?
