how to give access to an IP, which should work on all the VLAN in the same switch(inter vlan)?

we are not sure what your asking muntu. do want to prevent certain host from reaching a specified IP or what are you asking.

What switch?
Is IP routing enabled?
What VLANs are configured?
What VLAN interfaces are configured?
What IP addresses are on these VLAN interfaces?
What is the source subnet for your communications?
What is the destination subnet?
