Security concern using Remote Control.

I'm not sure about this, but as you know,
connecting to the site system, the user has to be a member of local admin and has a logon as a service right.

I created such an account and assigned collection and remote tool for helpdesk staff in my testing environment. But, the thing is how the user can create an account in security rights on SMS using Remote Control..

Other than implementing a customized admin console for the helpdesk staff-getting rid of the directory, there would be a way to disable it.

I heard about SMS utility, doing it.
Anyone ?
